Improved Dispatch Board Filtering and Skipped Visit Handling

Requested Improvement:
Add a “Skipped” filter category on the dispatch board so visits marked as skipped can be easily filtered and navigated. Currently, skipped visits remain in Open/Closed filters, which makes tracking and managing them difficult.
Ensure that skipped visits can reopen properly when using checkboxes or other update actions.
Improve dispatch board performance for large lists (50+ visits) when filtering by name or other criteria, so all results load correctly.
Reason/Benefit:
These improvements would make the dispatch board more intuitive and efficient, especially for teams managing large volumes of visits. Skipped visits will no longer interfere with other filters, and filtering performance will be reliable.
